the splash screen bitmap only presents the current programm version.
the start center bitmap do not represent the version. the start up screen is an
interactive information
panel with more/other design requirements.
for example:
the bitmap have to be a neutral design and comes along with icons and
localisation strings, too.
this bitmaps have also work in a11y mode (high contrast) and for virtical text
layout, too.

so, the startup wouldnât change the design.
It will be easier to change the splash screen...
