I found the following at http://unicode.org/faq/basic_q.html

"Values in the private use areas (E000..F8FF, F0000..FFFFD, and 100000..10FFFD)
are legal for private assignment."

These are the areas that I am talking about. So to be in conformance to the
Unicode standards, OOo must display these correctly.

The fonts involved in this issue are:

Semitic Early  - semear.ttf
Semitic Middle - semmid.ttf
Semitic Late   - semlate.ttf
Semitic Modern - semmod.ttf

And are available for download at:
http://www.ancient-hebrew.org/14_ahrcfonts.html
