Reopening as desired by gatekeeper.
Background: closing issues on a CWS is considered a policy violation by
gatekeeper.
Issues should instead only be closed after verification on the MWS which
contains the fix.
Issues on a CWS should be in State "Verified" before it comes to a formal QA
approval of that CWS.
