The accents are ok in your document when opened on Windows.
You say "...changing the font to Bitstream Vera Sans, which has the
correct mapping" so indeed I guess that the Arial you have on your system is
defect.
Try to input those characters in a text editor such as Gedit or Kedit using
Arial.
