SBA: Dictionaries work as extensions only in OOo 3.0.
So they can only be installed via Tools-Extension manager. See issue 81365.
If you encounter problems with OOo 3.0. please file a new issue.
Note: OOo 3.0 Release Candidate 3 (Build OOo300_m9) is finished and is currently
being distributed, thus soon available here: http://download.openoffice.org/
