Does this file needed because of problems with cyrillic letters in bugzilla? So, I did the next. I pack 3 files into tar.bz2 archive. 2 of this files have cyrillic letters in names. The system encoding during packing was utf8. 1 file has name "test.odt". This file contains names of all 3 files - "writer document containing a filename as string that can be used to reproduce the problem". You can unpack this archive and try to open this files. Please do this under GNU/Linux because Windows version of OO 3.0rc3 possible has not this bug or has it in different form as I note above.
