>From the pdf I can see two differences between opening in Word 97 and Word

In WW97 the top page border is smaller and in the table cell "Ministerie..." (on
the left) the inner cell spacing is smaller - this makes the table grow in Word
2003 and flow onto next page.
MRU->HBRINKM: can you please have a look if this document contains some
information about how to be opened with some WW97 compatibility values in the
file format?
If not, this issue has to be closed as "WONTFIX", 'cause Word2003 is the
reference for import of .doc files.
BTW: Word 2000 opens this also as one pager.
