You have added the numbering to the headings via list styles - in this case the
heading paragraphs will be removed from the outline rule (see dialog
Tools.Outline numbering). This is intended, see issue 70223 for further
information.
Assign numberings to Headings via the mentioned dialog or via Format.Bullets and
Numberings dialog; then they will be accessible from TOC and Navigator.
