On Windows, the removal of basis layer program/classes/jut.jar (issue 92875) and
basis layer program/setofficelang.exe (issue 92096), among other file removals
(which need to be addressed in separate issues), prevent the potential use of
certain MS Installer upgrade technology (MSP, Minor Upgrade) for an OOo 3.1.0
release.

If there is demand, this can be worked around as follows:  On Windows, include
an empty jut.jar (i.e., a file following the jar specification, but having no
real content) for OOo 3.1.0, and remove it again for OOo 3.2.0; code that
needlessly references jut.jar (e.g., some Java class path) will work fine with
an empty jut.jar just as it works fine with a missing jut.jar.  On Windows, for
OOo (but not for SO, see issue 92096), include a setofficelang.exe that is a
plain text file containing "dummy replacement for dysfunctional, obsolete
setofficelang.exe" for OOo 3.1.0, and remove it again for OOo 3.2.0; the OOo
3.0.0 setofficelang.exe is dysfunctional (see issue 92096), so a plain text file
does not break functionality (but, without much effort on our side, can give a
clue to anybody trying to find out why setofficelang.exe does not work in OOo 
3.1).
