Currencies offered in OOo are part of the locale data of a specific locale. So,
as long as the locale data does not exist, the currency will not be offered in
the list. A user can always create a customized number format though, such as
#,##0.00 [$XOF]
where the enclosing [$...] designates a currency format, opposed to a plain
string to be appended such as 0"XOF".

Locale data files can quite easily be generated with the generator
available at http://www.it46.se/localegen/

Btw, the only normative reference for ISO 4217 currency codes being available
online is

Regarding "Songa": that's "Sango" instead (at least in the English UI), a
language of Central African Republic.


The only thing I can do with this issue is set the 'needhelp' keyword for locale
data to be created. Each locale data file should be attached to a separate issue
though, so we can process them individually.
