I've just added a new minimal testcase, without any license, so that it can be
installed as a shared extension.
The installation fails on a fresh OOo3 installation (at least on both WinXP and
Linux .deb), with the same error, except that "$UNO_USER_PACKAGES_CACHE" is
replaced with "$UNO_SHARED_PACKAGES_CACHE".
That's why I'm reopening this issue, since it doesn't seem to be specific to
user scripts.
