I confirm pl's last comment: in 3.0 stable the "Activate the next open window
in the frontmost application"
shortcut works unless a document has undocked toolbars or dialogs, in which
case the shortcut will
navigate between the document and its dependent undocked toolbars or dialogs,
but it won't go to the
other opened documents.
