Because "replace all" replaces all (as the name tells). Replace -- replaces just found matched string. One replacement. Replace all -- replaces all found matched string. Max. replacaments (after this in the document that will be no matching string). And in a way OOO3 knows this. It shows the dialog "search key replaced X times" but in document there were no replacements made.
