are using (presume IT?)

The problem with the html you cite is not that margin-bottom isn't working - it
is. However, as margin-top is not defined, default spacing is used. Add
margin-top:0; to the Western style in your html to confirm that. Thus, the
problem might be that margin-top is not being generated for the paragraphs
concerned. However, in your .odt attachment it is the default paragraph which
has margins set to 0, whereas I think the original may have been using multiple
styles to generate the html example you included at the beginning.
