Yet, I am not sure about the validity of your formulas for calculating Easter.
But for sure, you are making mistakes:
First: Dec 31, 1899 in Calc is day 1, not day 0
(In Excel Jan 1, 1900 is day 1)
Second: You must not compare to Excel, because Excel suffers from a well-known
date-bug. Excel assumes 1900 to be a leap year. But that is wrong! So, a
difference of DAY(x) for dates before March 1, 1900 is due to a bug in Excel!
In Excel the date Feb 29, 2009 does exist. But in reality this date does not
exist!
I tend to close this issue as invalid.

Years whose division by 4 equals an integer are leap years. But, years that are
evenly divisible by 100 are not leap years, unless they are also evenly
divisible by 400, in which case they are leap years. For example, 1600 and 2000
were leap years, but 1700, 1800 and 1900 were not.
