We won't remove features from OOo just because Word is not capable of showing
these, too. Itis not in our intention to get more compatibility by reducing OOo
functionality.
It could not be done anything on the problem that these notes/comments are also
not visible in OOo after saving in doc format, because the doc format won't
allow this to us.
I also do not think that it is a good idea to put the notes/comments content
into the normal text of a footnote. This might affect the layout of a document
and lead to footnotes and text moving onto next page where people will complain
about "hey my document does not look like in MS Word...".
If you would like to have a message saying "this is not possible in doc format",
feel free to file an "Enhancement" issue. But keep it general, cause there are
also other features in OOo which MS Office is not capable of showing.
