FWIW with reference to issue 86523 it should logically be impossible to make
the window of the start
center smaller than the window's contents.
I can think of no situation in which one might wish to *partially* obscure the
contents of the start
center.
You either
* see the start center
or
* close the start center.
AFAIR (I may be mistaken) on Windows, the window will 'snap' to the bounds of
its contents, or to the
extents of the user's display.
