The reason is simple: While starting the office it is checked if the default
language of the script type that is related to the user interface language of
the office is not yet set. If it isn't set the this UI language is set as
default. So in a Western office with English US interface this unset default
language is set to English US. 
In a Chinese office an unset CJK language is set to Chinese. The Western
language is not changed in that case.

In desktop/source/app/langselect.cxx is the related code.
