while the speed benefit for helpcontent2 will not that high as every
localize.sdf is only read once per directory, all the other transex3 tools
benefit a lot of this. thanks!
hopefully we can change the per directory read mechanism also for the other
resource files as soon as the new layout engine is incorporated and all *.src
files have been transformed to xml
