I have WinXP regional settings set to Polish and the default system date format for this settings is 2008-11-07 (YYYY-MM-DD, ISO 8601). MS Excel works correctly and uses system date format properly. When I open XLS file in OO3 it shows all date cells with default formatting as 7.11.2008 (D.MM.YYYY) which is not used in Poland that much.
