I confirm this bug is still included in OO3 final.

I have WinXP regional settings set to Polish and the default system date format
for this settings is 2008-11-07 (YYYY-MM-DD, ISO 8601). MS Excel works correctly
and uses system date format properly.

When I open XLS file in OO3 it shows all date cells with default formatting as
7.11.2008 (D.MM.YYYY) which is not used in Poland that much.

What is even worse is that all CSV export dependent applications doesn't work
with OO, since resulting CSV has date in a format that cannot be recognized by
external applications.
