I also found this extremely confusing!
1. Right clicking on the X or Y axis and then choosing "Object Properties"
*should* give the option to define the title. It doesn't.
2. If a title is missing, then Format->title is greyed out. It shouldn't be:
formatting an empty title would of course add it.
3. It could also be argued that the titles should be shown in the chart
data-table.
