Changed the default in CWS ooo301gsl2.
The environment variable has SAL_DISABLE_FC_SUBST has a finer granularity now:
bit0: allows to disable fontconfig based "font fallback"
bit1: allows to disable fontconfig based "glyph fallback"
If the environment variable is set to a non-numeric value both fallback
mechanisms are disabled.
