The described behavior is on purpose and will not be changed. A number format
that has no locale assigned displays the value according to the locale in which
the document is loaded. If the value shall be displayed using a fixed locale,
assign a format with locale information. Also in Excel that is possible by
selecting from the Locale list box for Time formats.

Btw, in OOo the format displayed does not depend on the language pack, but on
the locale the program runs in, respectively the locale set under
Tools->Options->LanguageSettings->Languages.
