I am sorry that I can't get much of what you said.
I will tell you what I have done:
Just follow the "Windows ssh setup with putty " part,
1. I downloaded plink.exe, puttygen.exe and pageant.exe to my local machine
2. I converted my ssh private key to svn format with puttygen.exe
3. I added "ssh = plink.exe -i <path to you converted private key file>" to 
the [tunnel] section of the svn config file
4. I started pageant.exe and imported my private key file
5. I excuted the command "plink.exe -i <path to private pkey> 
svn.services.openoffice.org svnserve -t" in Cygwin, then I was told to 
input the username and password. 
6. No matterh what I inputed, I was always told that "Access denied" after I
inputed the password.
That's my problem.
