I believe, the correct hyphenation of "l'" and "d'" French compounds has already
supported by the new hyphenation algorithm in CWS hunspell4thesaurus.

You can extend the FRENCH hyphenation patterns with the following lines (after
the character encoding definition, 2-5. lines):

COMPOUNDLEFTHYPHENMIN 3
.l'1/l=
.d'1/d=
NEXTLEVEL

This means compound break after the word starting "l'" and "d'" (also these
special replacements with hyphenation: l'->l and d'->d). The word after l' or d'
will be hyphenated only after COMPOUNDLEFTHYPHENMIN characters from the compound
boundary (so d'av-oir hyphenation is not possible).

The trick is that the original word will be not hyphenated after l' and d'
because of the lengths of the replaced morphemes (l, d) are smaller than the
default LEFTHYPHENMIN = 2. (Unfortunately, I haven't checked it, but this is the
expected behavior.) The hyphenation of other French apostrophed morphemes would
be also possible, using this method.
