I don't really understand your description:
If you change the language for a whole paragraph by selecting it, the whole
paragraph will be marked
as changed which is correct and consistent with behavior of the change tracking
when selecting the
whole document.
Plus:
"I think this is highly undesirable, because a change of language that doesn't
change any of the text
shouldn't be marked"
A change of language though invisible IS a document change. Thus it should be
tracked.
Either I didn't understand what you mean or this issue is invalid.
