I just wondered why my cws rebase of cws configuretoplevel failed horribly.

a) I didn't touch cws,pl myself
b) Reverting back from icu 4.0 to 3.6??!
c) I already resolved the reportdesign things in the rebase to m36.
d) if I just resolved the conflicts and cws rebase -C'ed I'd have hosed up my 
cws

A discussion (IRC log available on request) on #dev.openoffice.org shows that
subversion 1.5.2 (amongst other things) fixed the following (and 1.5.3 is 
broken):

http://subversion.tigris.org/issues/show_bug.cgi?id=3067 from 1.5.2 changes:
"fixed: 'svn merge' incorrectly reverses previous merges (r32494, -522, -523)"

This definitely sounds related, just trying with a fresh co and rebase with 
1.5.4.

We should
 I.) add a  version check to force 1.5.4
 II.) tell people
 III.) test important infrastructural things with different svn versions.
especially if you claim that "svn 1.5" is needed ;-)
