If pure OOo locking mechanics is active and it is not possible to create the
lock file in general on that file system, the functionality shows a dialog
pointing that the file locking can not done. The user is allowed to decide to
work further without locking.
If OOo file locking and system file locking are active and the lock file can not
be created generally, no warning is shown. Pure system file locking is used.
