What is the problem exactly?
Alt (pressed alone) is IS the shortcut set the focus on the first item of the
menu bar in every software on Windows and AFAIK also on Windows.
I don't see a case where it should bother because it is system compliant.
Plus it seems to me that your requirement may be (but when?) an ease of use but
not an "accessibility" problem.
