Issue 65221 works as consolidation issue for handling of empty cells and empty
strings. Therefore the decision "duplicate" seems right to me. Eike (er), who is
the developer to solve this problem, will notice this duplicate and consider it.
Setting to duplicate again.

OOo is not free to define the behavior, because OOo wants to be ODF conform.
Unfortunately the behavior of SUMIF is not yet defined completely. Especially
the case, when the criteria range do not contain numbers and the criteria is a
comparison with a text, is still in discussion.

The single comparison A1<>"y" is right. It has to be calculated as NOT(A1="y")
and the comparison = is FALSE, if the operands have different types, and an
empty cell is not of type "text".
