It is no Excel document but a HTML-fragment. Try the filter "Web Page Query
(OpenOffice.org Calc)" or "HTML Document (OpenOffice.org Calc)". Depending on
you locale you might need to enable "Use 'English (USA)' locale for numbers" in
Tools > Options > Load/Save > HTML Compatibility.
