Can reproduce it with DEV300m37 on WinXP and Fedora

How to reproduce it
1 Open a new Drawing or Impress document
2 Insert - Table, e.g. 5*3, OK. Fill the first line as Green, the second line
  as Red, the third line as Blue, to see the bug clearly, just suggestion
3 Click b2 and click 'Split cells' on the Table Toolbar, Split Cells dialog
  opens defaultly, OK. Split cells works well
4 Set cursor on b4 in the table and click 'Split cells' on the Table Toolbar,
  Split Cells dialog opens, set 'Split cell into:4', OK. Pay attention to the
  cells

Result 
Add new rows in the table

Expectation
Don't insert new rows in the table, just add new split cells
