Due to the fact that the parent paragraph style "Heading" of "Heading 1",
"Heading 2" and "Heading 4" has explicitly set an empty list style, the outline
numbering in attached document can not be represented in ODF 1.0/1.1 - see issue
91264.
Thus, there is nothing to fix here. Please use ODF 1.2 file format to stored the
document, as MRU already suggested.
But, I will attach a changed document, which has not the explicit set empty list
style at paragraph style "Heading". This document can be stored in ODF 1.0/1.1
without "corrupting" the outline numbering.
