I talked this through with Christian, and we have decided to change the spec so
that the "Enter Personal Information" step will always be shown. if personal
information was copied from an old version, it will be pre-filled in the page.
Displaying the page only when nothing was migrated is of great risk, since the
user can skip back an forth through the wizard enabeling and disabeling the
migration option. In that case the roadmap would have to be modified again and
again, which would ba a) confusing for the user and b) provoke more usability
bugs.
Displaying the migrated ionformation also gives instant feedback about the
successfull migration.
