tried to fix this by turning libxml2.dll into a shared side-by-side assembly
(that needs to be installed into the system-wide assembly cache), but that was
too complex, so we will stay with the simple hack of duplicating libxml2.dll
(and python23.dll) in the brand layer program directory...
