The feature to scale all brackets is already there.
Open Formula Editor, menu 'Format', item 'Spacing'
Click on 'Category' and select 'Brackets'
Check 'Scale all brackets' and set the desired value for 'Excess size'.
Now click on the button 'Default'.
For all new formulas all brackets are scaling now.
