I think there are two problems.
The idea was that all meta tags that match existing meta data in ODF should be
imported as such. All other meta data should become imported as custom meta
data. As in old OOo version the number of custom properties was limited we could
import that way only 4 properties, all others should be imported as notes so
they would at least not get lost.
It seems that as the number limit is gone since quite some time we can just
replace importing as notes by importing as custom property. So I reopened the
issue.
There seems to be another bug: it seems that "ChangedBy" is not recognized as
built-in property. This should be fixed as well.
Max, we should replace the notes by custom properties as described. I can do
that, if you agree.
