Well, this IS a feature.You have mentioned one reason above: it saves screen
real estate. One tool bar replaces the other. Without it the tool bar space
would change every time the selection changes.
However, I can see your point, and this (old) behavior can certainly be
improved.
The toolbar for the current action (text, image or regular shape editing) has to
be displayed, but it does not necessarily has to replace another tool bar.
Especially not if that tool bar has been made visible via the View->Toolbars
menu.
Therefore I flag this issue as feature request.
