Part of this issue has become obsolete because in issue 97403 we got a canadian
dictionary. For hyphenation we will use the british hyphenation dictionary, the
thesaurus is the only english one we have (us english Wordnet Thesaurus).
@sba: please verify that en-CA has hyphenation and thesaurus in CWS
