I wouldn't call this behavior a "Feature", but it is a designed limitation.
When doing an insert.file, the page styles of the base document MUST NOT be
affected by the "to-be-inserted" document. Thus, the page styles won't be loaded
in this case, because page styles with same name in both document (which then
may have different attributes) could cause a mess in page layout after such an
"Insert.File" process.
