Cannot reproduce this on WinXP 32 bit...
But in the past, we had problems with defected OOo-configs from OOo2.x which
migrated to OOo 3 gave such problems... Could you please try and exit OOo,
delete the OpenOffice config folder in c:\documents and
setting\[user]\Application data\.
