It looks like you should try to download patch and install a new version of
msiexec.exe at Microsoft.com. This error is is not caused by OOo but you OS. We
have thousands of OOo downloads and installations without this error. You should
also checksum your download. If it is damaged please try a different mirror. You
should ask at http://user.services.openoffice.org/en/forum/ for further help.
