Sometimes things like page breaks or widow and orphan control cause extra white
space between the last line of text on the main part of the page and the
footnote separator. Instead of always having the footnotes at the bottom of the
page, Writer should allow users, if desired, to place the footnotes immediately
below the last line of text on the main part of a page. In this scenario, any
extra white space on a given page should appear at the bottom of that page
between the last line of the last footnote and the footer or bottom margin.
