Actually you *can* get the desired layout dragging the header/text body rulers
using the mouse or fine tuning using "Format - Page - Header" tab.
But I think what you point out is not to achieve a goal but *how to* achieve it,
right?
I read your description and tried to reproduce step by step what you are doing.
I have to say (though my 12 years old OOo experience): This is a hell! :(
@FL: simply said - drag the bottom header margin down and the text body margin
goes down and vice versa. We should find a way to make the margin
header/footer/body/footnotes independent from each other.
