This is really a bug. Please read the following notes and make the tests with
the new test file.
1) I attached a second test file with a paragraph containing a manually added
bullet (I mean the very first paragraph with a bullet in this file). Change
some indent settings of this paragraph as you want. At least use the settings
of the first example in this file. You will see that the text of all lines
still starts at the same position relatively to the other lines regardless
whatever setting you applied (as long as the negative indent for the first line
is large enough to contain the bullet). This is a fine behaviour.
The reason why also the text of the first line starts at the same position with
different indent settings is that I used a simple tab that aligns the text to
the indent of the text. This tab has no fixed position. This is very important
because this tab changes its behaviour later what is really a bug! So change
the indent settings of this paragraph and watch the behaviour of this tab. It
always aligns to the "indent before text" setting in the paragraph properties
(not sure about the correct english term) so that the start of the text in the
first line is always the start of the text in the other lines. This tab should
keep this behavior with all circumstances but it doesn't!
2) Add a border to this paragraph with a space of 0,00cm to the content. Repeat
some changes as described in step 2). You will see that the tab keeps its fine
behaviour and always aligns to the indent before text.
3) Activate the upper ruler. Remember the position of the indent markers. Open
the properties settings of the paragraph and remember the indent settings. Now
add some space between border and content. The first thing what you must note
now is that we get two different position systems with this step. The postions
of the indent markers in the rulers have changed but the indent settings in the
paragraph properties have not changed!
How do you explain that? At least this is already a bug because we can have
only one set of indent settings here. The ruler markers suggest that the
indents have changed and that the text is aligned to the new indent before
text. The properties settings of the paragraph suggest that the old indent
settings are kept and that the tab is bound to the old indent so that the text
of the first line keeps its old position and is that's why different to the
start of the text in the other lines.
I think this is really clear. If you still think that this is no bug then
explain the difference between the changed positions of the markers and the
unchanged settings in the paragraph properties. This is the reason of the
different text positions after applying a space between border and content.
Writer must ensure that there is only one set of indent settings and that the
tab setting in the enumaration dialog is set to the indent before text setting
of the paragraph. Then it is no problem to set a border with space between
border and content.
