I would prefer if the time of the last change would be used instead. Example scenario: You have made changes to your document, saved it, printed it, and hand it our for review. After a day or two you find that the document is OK the way it is, and you decide to preserve the state as a new version. Unfortunately the version's time stamp will be the time when the version was created, and not when the file had been changed last.
