Don't mingle up download and install. If you work (as recommended on windows)
without administrative rights you have nevertheless the right to download.
Otherwise the consequence is to work (download) with administrative rights which
is pretty unsecure.
This is not a bad user experience this is a usual security setting and common
behavior.
