My MS EXCEL Viewer failed completely to open the sample document, so I believe
the result for OOo is not so bad ;-)
the sample document contains VB / VBA macros which are required for navigation
in the document. OOo 3.0.1 does not support VB, so restrictions are not
unexpected for this document.

properly" is no useful description of a problem.
