It can be placed in Format > Page > Background tab as "Over entire page" or "Fullpage" checkbox. Currently there are two workarounds: 1) Set margins to 0 and then put text inside Frame or set appropriate spacing for default paragraph style 2) Insert image from file and set Wrap to background. Then copy this image to every page of a document.
