A workaround for this issue, to keep short tables (e.g. numbered equations 
inserted with fn F3; duplicate 
issue 99684) from disappearing behind a frame (e.g. one containing a figure), 
is to enclose the table in a 
frame anchored as a character.

In the particular case of numbered equations, I've found it useful to protect 
equations near figures by 
enclosing them in a frame, anchored as a character, with the frame width set 
manually to the full width of 
the page text area, and the frame height set manually to fit the equation.

This workaround is slightly clumsy, so it seems reasonable that this issue 
still be considered a defect.
